SUMMARY: The Department of Commerce
(the Department) preliminarily
determines that large residential
washers (LRWs) from the People’s
Republic of China (PRC) are being, or
are likely to be, sold in the United States
at less than fair value (LTFV), as
provided in section 733 of the Tariff Act
of 1930, as amended (the Act). The
period of investigation (POI) is April 1,
2015, through September 30, 2015. The
estimated margins of sales at LTFV are
shown in the ‘‘Preliminary
Determination’’ section of this notice.
Interested parties are invited to
comment on this preliminary
determination.

SUPPLEMENTARY INFORMATION:
Background
The Department published the notice
of initiation of this investigation on
January 12, 2016.1 For a complete
description of the events that followed
the initiation of this investigation, see
the Preliminary Decision Memorandum
that is dated concurrently with and
hereby adopted by this notice.2 The
Preliminary Decision Memorandum is a
public document and is made available
to the public via Enforcement and
Compliance’s Antidumping and
Countervailing Duty Centralized

As explained in the memorandum
from the Acting Assistant Secretary for
Enforcement and Compliance, the
Department has exercised its discretion
to toll all administrative deadlines due
to the closure of the Federal
Government. All deadlines in this
segment of the proceeding have been
extended by four business days. The
revised deadline for the preliminary
determination is July 19, 2016.3
Scope of the Investigation
The products covered by this
investigation are LRWs. For a full
description of the scope of this
investigation, see the ‘‘Scope of the
Investigation,’’ in Appendix I of this
notice.
Scope Comments
In accordance with the Preamble to
the Department’s regulations,4 the
Initiation Notice set aside a period of
time for parties to raise issues regarding
product coverage (i.e., scope).5 Certain
interested parties commented on the
scope of the investigation, as it appeared
in the Initiation Notice. After
consideration of these comments, we
preliminarily determined not to amend
the scope as published in the Initiation
Notice. For a summary of the product
coverage comments and rebuttal
responses submitted to the record, and
an accompanying discussion and
analysis of all comments timely
received, see the Department’s Scope
Memorandum issued concurrently with
this notice.6
