In exercising this delegated authority, the Board is directed to take every reasonable step to solicit comment. The Department of the Navy (DoN) is amending its certifications and exemptions under the International Regulations for Preventing Collisions at Sea, 1972 (72 COLREGS), to reflect that the Deputy Assistant Judge Advocate General (DAJAG) (Admiralty and Maritime Law) has determined that USS LITTLE ROCK (LCS 9) is a vessel of the Navy which, due to its special construction and purpose, cannot fully comply with certain provisions of the 72 COLREGS without interfering with its special function as a naval ship. The intended effect of this rule is to warn mariners in waters where 72 COLREGS apply.
Assessment Report of Ecological, Social and Economic Conditions, Trends and Sustainability for the Ashley National Forest

The Ashley National Forest (Forest), located in northeastern Utah and southwestern Wyoming, is initiating the first phase of the forest planning process pursuant to the National Forest System Land Management Planning rule (36 CFR part 219). This process will result in a revised forest land management plan (forest plan) which provides strategic direction for management of resources on the Ashley National Forest for the next ten to fifteen years. The first phase of the planning process involves assessing ecological, social and economic conditions and trends in the planning area and documenting the findings in an assessment report. The assessment phase is just beginning on the Ashley National Forest and interested parties are invited to contribute to the development of the assessment. The Forest will be hosting public meetings to explain the revision process and invite the public to share information relevant to the assessment, including sources of existing information and local knowledge of current conditions and trends in the natural resources, social values, and goods and services produced by lands within the Ashley National Forest.

On October 1, 2010, the United States Court of International Trade (``CIT'') sustained the remand redetermination made by the Department of Commerce (``Department'') pursuant to the CIT's remand of the final determination in the antidumping duty investigation on certain new pneumatic off-the-road tires (``OTR tires'') from the People's Republic of China (``PRC''). This case arises out of the Department's final determination in the antidumping duty (``AD'') investigation on OTR tires from the PRC. See Certain New Pneumatic Off- The-Road-Tires from the People's Republic of China: Final Affirmative Determination of Sales at Less Than Fair Value and Partial Affirmative Determination of Critical Circumstances, 73 FR 40485 (July 15, 2008), as amended by Certain New Pneumatic Off-the-Road Tires from the People's Republic of China: Notice of Amended Final Affirmative Determination of Sales at Less than Fair Value and Antidumping Duty Order, 73 FR 51624 (September 4, 2008) (collectively, ``Final Determination''). The Department notified the public that the final CIT judgment (See GPX Int'l Tire Corp. v. United States, Consol. Ct. No. 08-00285, Slip Op. 10-112 (Ct. Int'l Trade October 1, 2010) (``GPX III'') in this case was not in harmony with the Department's final affirmative determination in the AD investigation of OTR tires from the PRC on October 12, 2010. NMFS issues regulations to implement Amendment 17A to the Fishery Management Plan for the Shrimp Fishery of the Gulf of Mexico (FMP), as prepared and submitted by the Gulf of Mexico (Gulf) Fishery Management Council (Council). This final rule extends the current Gulf commercial shrimp permit moratorium for 10 more years. The intent of this final rule and Amendment 17A is to protect federally managed Gulf shrimp stocks while promoting catch efficiency, economic efficiency, and stability in the fishery.
