Background On November 23, 2015, the Commission issued a Notice of Intent to Prepare an Environmental Assessment for the Proposed Orion Project and Request for Comments on Environmental Issues (NOI). On December 3, 2015, the Commission issued a supplemental NOI extending the scoping period for the Project. The NOI and supplemental NOI were sent to affected landowners; federal, state, and local government agencies; elected officials; environmental and public interest groups; Native American tribes; other interested parties; and local libraries and newspapers. In response to the NOIs, the Commission received comments from the National Park Service and several individuals.     The purpose of the draft document on which the EPA is inviting 
public comment is to provide useful background information and guidance 
to states on how to develop and submit regional haze state 
implementation plans (SIPs) for the second implementation period (2018-
2028), which under a proposed revision to the Regional Haze Rule 
published on May 4, 2016,\1\ would be due by July 31, 2021. The 
required content of these SIPs is specified in 40 CFR 51.308(f), which 
has also been proposed for revision.\2\
