ACTION: Proposed rule.
AGENCY:
requires an EI for all ozone
nonattainment areas. The inventory
includes emission data for Nitrogen
Oxides (NOX) and Volatile Organic
Compounds (VOCs). EPA is approving
the revisions pursuant to section 110
and part D of the CAA and EPA’s
regulations.
Written comments should be
received on or before August 4, 2016.

Agency views this as noncontroversial

rule. If no relevant adverse comments
are received in response to this action
no further activity is contemplated. If
the EPA receives relevant adverse
comments, the direct final rule will be
withdrawn and all public comments
received will be addressed in a
subsequent final rule based on this
proposed rule. The EPA will not
institute a second comment period. Any
parties interested in commenting on this
action should do so at this time.

31658). FEMA is withdrawing the
proposed rules because FEMA has or
will be issuing a Revised Preliminary
Flood Insurance Rate Map, and if
necessary a Flood Insurance Study
report, featuring updated flood hazard
information. A Notice of Proposed
Flood Hazard Determinations will be
published in the Federal Register and in
the affected community’s local
newspaper following issuance of the
Revised Preliminary Flood Insurance
Rate Map.
