These factors are used by the railroads to adjust their gross annual operating revenues for classification purposes. This indexing methodology ensures that railroads are classified based on real business expansion and not from the effects of inflation. Classification is important because it determines the extent to which individual railroads must comply with STB reporting requirements. The STB’s annual inflation-adjusted factors are based on the annual average Railroad’s Freight Price Index which is developed by the Bureau of Labor Statistics (BLS). The STB’s deflator factor is used to deflate revenues for comparison with established revenue thresholds. The base year for railroads is 1991. Advisory Committee on International Economic Policy; Notice of 
Open Meeting

    The Advisory Committee on International Economic Policy (ACIEP) 
will meet from 2:00 until 5:00 p.m. on Wednesday, July 27 in 
Washington, DC at the State Department, 2201 C Street NW. in conference 
Room 7516. The meeting will be hosted by the Assistant Secretary of 
State for Economic and Business Affairs, Charles H. Rivkin, and 
Committee Chair Paul R. Charron. The ACIEP serves the U.S. Government 
in a solely advisory capacity, and provides advice concerning topics in 
international economic policy. It is expected that during this meeting, 
the ACIEP subcommittees on sanctions policy and the Stakeholder 
Advisory Board will provide updates on their recent work.
    This meeting is open to the public, though seating is limited. 
Entry to the building is controlled. To obtain pre-clearance for entry,
