Notice is hereby given of the
following determinations: Pursuant to
the authority vested in me by the Act of
October 19, 1965 (79 Stat. 985; 22 U.S.C.
2459), E.O. 12047 of March 27, 1978, the
Foreign Affairs Reform and
Restructuring Act of 1998 (112 Stat.
2681, et seq.; 22 U.S.C. 6501 note, et
seq.), Delegation of Authority No. 234 of
October 1, 1999, Delegation of Authority

though seating is limited. Entry to the
building is controlled. To obtain preclearance for entry, members of the
public planning to attend should no
later than Tuesday, July 19 provide their
full name and professional affiliation to

The Surface Transportation Board
(STB) is publishing the annual inflationadjusted index factors for 2015. These
factors are used by the railroads to
adjust their gross annual operating
revenues for classification purposes.
This indexing methodology ensures that
railroads are classified based on real
business expansion and not from the
effects of inflation. Classification is
important because it determines the
extent to which individual railroads
must comply with STB reporting
requirements.
The STB’s annual inflation-adjusted
factors are based on the annual average
Railroad’s Freight Price Index which is
developed by the Bureau of Labor
Statistics (BLS). The STB’s deflator
factor is used to deflate revenues for
comparison with established revenue
thresholds.
The base year for railroads is 1991.
The inflation index factors are presented
