Public Comments: It is the policy of
the PCAST to accept written public
comments of any length, and to
accommodate oral public comments
whenever possible. The PCAST expects
that public statements presented at its

meeting will take place on July 13, 2016
at a time specified in the meeting
agenda posted on the PCAST Web site

only for substantive commentary on

Oral Comments: To be considered for
the public speaker list at the meeting,
interested parties should register to

pcast, no later than 12:00 p.m. Eastern
Time on July 8, 2016. Phone or email
reservations will not be accepted. To
accommodate as many speakers as
possible, the time for public comments
will be limited to two (2) minutes per
person, with a total public comment
period of up to 15 minutes. If more
speakers register than there is space
available on the agenda, PCAST will
randomly select speakers from among
those who applied. Those not selected
to present oral comments may always
file written comments with the
committee. Speakers are requested to
bring at least 25 copies of their oral
comments for distribution to the PCAST
members.
Written Comments: Although written
comments are accepted continuously,
written comments should be submitted
to PCAST no later than 12:00 p.m.
Eastern Time on July 8, 2016 so that the
comments may be made available to the
PCAST members prior to this meeting
for their consideration. Information

Technical Conference
As announced in the Notice of
Technical Conference issued on March
17, 2016, and the Supplemental Notice
of Technical Conference and Request for
Speakers issued on May 10, 2016, the
Federal Energy Regulatory Commission
will hold a Commissioner-led technical
conference on June 27, 2016, from
approximately 1 p.m. to 5 p.m., and on
June 28, 2016, from approximately 9
a.m. to 5 p.m., at the Commission’s
headquarters at 888 First Street, NE.,
Washington, DC 20426. The purpose of
the technical conference is to discuss
issues related to competitive
transmission development processes,
including, but not limited to, the use of
cost containment provisions, the
relationship of competitive transmission
development to transmission incentives,
and other ratemaking issues.1 In
addition, participants will have the
opportunity to discuss issues relating to
interregional transmission coordination
and regional transmission planning as
well as other transmission development
issues.2
An updated Agenda for the technical
conference, including speakers, is
attached.
The conference will be open for the
public to attend. Information on the
technical conference will also be posted
on the Calendar of Events on the
Commission’s Web site, https://
www.ferc.gov, prior to the event.
Advance registration is not required but
is encouraged. Attendees may register at

Take notice that on June 17, 2016,
pursuant to sections 206 and 306 of the
Federal Power Act 1 and Rule 206 of the
Federal Energy Regulatory
Commission’s (Commission) Rules of
Practice and Procedure,2 La Paloma
Generating Company, LLC (La Paloma
or Complainant) filed a formal
complaint against California
Independent System Operator
Corporation (CAISO or Respondent). In
its complaint, La Paloma is requesting
that the Commission issue an order
requiring CAISO to grant a Reliability
Must Run designation effective as of
July 1, 2016 for Units 1, 3, and 4, or
otherwise provide a mechanism for cost
recovery to allow La Paloma to continue
operation of those units, as more fully
explained in the complaint.
The Complainant states that copies of
the complaint were served on
representatives of the Respondent.
Any person desiring to intervene or to
protest this filing must file in
accordance with Rules 211 and 214 of
the Commission’s Rules of Practice and
Procedure (18 CFR 385.211 and
385.214). Protests will be considered by
the Commission in determining the
appropriate action to be taken, but will
not serve to make protestants parties to
the proceeding. Any person wishing to

intervention or motion to intervene, as
appropriate. The Respondent’s answer
