Download as PDF Federal Register / Vol. 81, No. 119 / Tuesday, June 21, 2016 / Notices National Environmental Policy Act (NEPA) NMFS prepared an Environmental Assessment (EA) that includes an analysis of potential environmental effects associated with NMFS’ issuance of an IHA to Quintillion to take marine mammals incidental to conducting subsea cable-laying operations in the Bering, Chukchi, and Beaufort seas. The draft EA was available to the public for a 30-day comment period before it was finalized. NMFS has finalized the EA and prepared a Finding of No Significant Impact (FONSI) for this action. The FONSI was signed in May, prior to this issuance of the IHA. Therefore, preparation of an Environmental Impact Statement is not necessary. Authorization As a result of these determinations, NMFS has issued an IHA to Quintillion for the take of marine mammals, by Level B harassment, incidental to conducting subsea cable-laying operations in the Bering, Chukchi, and Beaufort seas during the 2016 openwater season, provided the previously mentioned mitigation, monitoring, and reporting requirements are incorporated. The assessment is independently peer reviewed at the Review Workshop. The product of the Review Workshop is a Summary documenting panel opinions regarding the strengths and weaknesses of the stock assessment and input data. Participants for SEDAR Workshops are appointed by the Gulf of Mexico, South Atlantic, and Caribbean Fishery Management Councils and NOAA Fisheries Southeast Regional Office, HMS Management Division, and Southeast Fisheries Science Center.
