2. Accordingly, beginning on May 18,
2016, with respect to eligible products
(namely, those goods and services
covered under the GPA for procurement
by the United States) of Ukraine and
suppliers of such products, the
application of any law, regulation,
procedure, or practice regarding
government procurement that would, if
applied to such products and suppliers,
result in treatment less favorable than
that accorded—
(A) to United States products and
suppliers of such products, or
(B) to eligible products of another
foreign country or instrumentality
which is a party to the GPA and
suppliers of such products, shall be
waived. This waiver shall be applied by
all entities listed in United States
Annexes 1 and 3 of GPA Appendix 1.
3. The Trade Representative may
modify or withdraw the designation in
paragraph 1 and the waiver in paragraph
2.

renewal of the Railroad Safety Advisory
Committee (RSAC).
ACTION:
FRA announces the charter
renewal of the RSAC, a Federal
Advisory Committee that develops
railroad safety regulations through a
consensus process. This charter renewal
will take effect on May 16, 2016, and
will expire after 2 years.

Pursuant
to section 10(a)(2) of the Federal
Advisory Committee Act (Pub. L. 92–
463), FRA is giving notice of the charter
renewal for the RSAC. The RSAC was
established to provide advice and
recommendations to FRA on railroad
safety matters. The RSAC is composed
of 63 voting representatives from 37
member organizations, representing
various rail industry perspectives. In
addition, there are nonvoting advisory
representatives from the agencies with
railroad safety regulatory responsibility
in Canada and Mexico, the National
Transportation Safety Board, the
Transportation Safety Administration,
and the Federal Transit Administration.
The diversity of the committee ensures
the requisite range of views and
expertise necessary to discharge its
responsibilities. See the RSAC Web site
