FY 2015 Service Contract inventories.

In accordance with section
743 of Division C of the Consolidated
Appropriations Act of 2010 (Pub. L.
111–117), we are publishing this notice
to advise the public of the availability
of the FY 2015 Service Contract
inventory. This inventory provides
information on FY 2015 service contract
actions over $25,000. We organized the
information by function to show how
we distribute contracted resources
throughout the agency. We developed
the inventory in accordance with
guidance issued on December 19, 2011
by the Office of Management and
Budget’s Office of Federal Procurement

that an international outbreak of the
Zika virus is sustained, severe, and is
spreading internationally, and that it is
in the national interest to respond to the
related Public Health Emergency of
International Concern.

(Div. J, P.L. 113–235) provides that:

reports to the Committees on Appropriations
that an international infectious disease
outbreak is sustained, severe, and is
spreading internationally, or that it is in the
national interest to respond to a Public
Health Emergency of International Concern,
funds made available under title III of this
Act may be made available to combat such
infectious disease or public health
emergency: Provided, That funds made
available pursuant to the authority of this
subsection shall be subject to prior
consultation with, and the regular
notification procedures of, the Committees
on Appropriations.
Exercising this authority with respect
to the Zika virus outbreak allows funds
made available in the bilateral economic
assistance accounts in the Department
of State, Foreign Operations, and
Related Programs Appropriations Act,
2015 to be used to respond to the Zika
outbreak.

Abstract of Proposed Collection
Section 203(a)(1)(B) of the
International Emergency Economic
Powers Act (IEEPA) grants the President
authority to, inter alia, prevent or
prohibit any acquisition or transaction
involving any property, in which a
foreign country or a national thereof has
any interest, by any person, or with
respect to any property, subject to the
jurisdiction of the United States, if the
President declares a national emergency
with respect to any unusual and
extraordinary threat, which has its
source in whole or substantial part
outside the United States, to the
national security, foreign policy, or
economy of the United States. See 50
