SUPPLEMENTARY INFORMATION: This ICR seeks to extend PRA authority for the Equal Employment Opportunity in Apprenticeship Programs information collection. Regulations 29 CFR part 30 sets forth policies and procedures to promote equal opportunity in apprenticeship programs registered with the DOL and recognized State Apprenticeship Agencies. This information collection also includes the requirements for a person who believes his or her rights under part 30 have been violated to a complaint, Form ETA– 9039. National Apprenticeship Act of 1937 section 1 authorizes this information collection. See 29 U.S.C. 50. This information collection is subject to the PRA. A Federal agency generally cannot conduct or sponsor a collection of information, and the public is generally not required to respond to an information collection, unless it is approved by the OMB under the PRA and displays a currently valid OMB Control Number. In addition, notwithstanding any other provisions of law, no person shall generally be subject to penalty for failing to comply with a collection of information that does not display a valid Control Number.
