(the Department) is rescinding the
administrative review of the
countervailing duty order on steel wire
garment hangers from the Socialist
Republic of Vietnam (Vietnam) for the
period January 1, 2015 through
December 31, 2015.

Reorganization of Foreign-Trade Zone
151 (Expansion of Service Area) Under
Alternative Site Framework; Findlay,
Ohio
Pursuant to its authority under the ForeignTrade Zones Act of June 18, 1934, as
amended (19 U.S.C. 81a–81u), the ForeignTrade Zones Board (the Board) adopts the
following Order:

Whereas, the Board adopted the
alternative site framework (ASF) (15
CFR Sec. 400.2(c)) as an option for the
establishment or reorganization of
zones;
Whereas, the Findlay Hancock County
Chamber of Commerce, grantee of
Foreign-Trade Zone 151, submitted an
application to the Board (FTZ Docket B–
33–2015, docketed May 21, 2015) for
authority to expand the service area of
the zone to include Van Wert County,
Ohio, as described in the application,
adjacent to the Fort Wayne, Indiana
Customs and Border Protection port of
entry;
Whereas, notice inviting public
comment was given in the Federal
Register (80 FR 30660, May 29, 2015)
and the application has been processed
pursuant to the FTZ Act and the Board’s
regulations; and,
Whereas, the Board adopts the
findings and recommendations of the
examiner’s report, and finds that the
requirements of the FTZ Act and the
Board’s regulations are satisfied;
Now, therefore, the Board hereby
orders:
The application to reorganize FTZ 151
to expand the service area under the
ASF is approved, subject to the FTZ Act
and the Board’s regulations, including
Section 400.13, and to the Board’s
standard 2,000-acre activation limit for
the zone.

Background
On April 7, 2016, based on a timely
request for review by M&B Metal
Products Company, Inc. (Petitioner),1
the Department published in the
Federal Register a notice of initiation of
an administrative review of the
countervailing duty order on steel wire
garment hangers from Vietnam covering
the period January 1, 2015 through
December 31, 2015.2 The review covers
68 companies. On April 27, 2016,
Petitioner withdrew their request for an
administrative review on all 68
companies listed in the Initiation
Notice.3 No other party requested a

review of these producers and/or
exporters of subject merchandise.
Rescission of Review
Pursuant to 19 CFR 351.213(d)(1), the
Department will rescind an
administrative review, in whole or in
part, if the if the party that requested the
review withdraws its request within 90
days of the publication of the notice of
initiation of the requested review. In
this case, Petitioner timely withdrew
their request by the 90-day deadline,
and no other party requested an
administrative review of the
countervailing duty order. As a result,
pursuant to 19 CFR 351.213(d)(1), we
are rescinding the administrative review
of the countervailing duty order on steel
wire garment hangers from Vietnam for
the period January 1, 2015, through
December 31, 2015, in its entirety.
Assessment
The Department will instruct U.S.
Customs and Border Protection (CBP) to
assess countervailing duties on all
appropriate entries. Because the
Department is rescinding this
administrative review in its entirety, the
entries to which this administrative
review pertained shall be assessed
countervailing duties at rates equal to
the cash deposit of estimated
countervailing duties required at the
time of entry, or withdrawal from
warehouse, for consumption, in
accordance with 19 CFR
351.212(c)(1)(i). The Department
intends to issue appropriate assessment
instructions to CBP 15 days after the
publication of this notice in the Federal
Register.
Notifications
This notice serves as a final reminder
to importers of their responsibility
under 19 CFR 351.402(f)(2) to file a
certificate regarding the reimbursement
of countervailing duties prior to
liquidation of the relevant entries
during this review period. Failure to
comply with this requirement could
result in the Department’s presumption
that reimbursement of the
countervailing duties occurred and the
subsequent assessment of doubled
antidumping duties.
This notice also serves as a final
reminder to parties subject to
administrative protective order (APO) of
their responsibility concerning the
return or destruction of proprietary
information disclosed under APO in
accordance with 19 CFR 351.305(a)(3),
which continues to govern business
