Cooperative Research and Production
Act of 1993—OpenDaylight Project,
Inc.
Notice is hereby given that, on April
4, 2016 pursuant to section 6(a) of the
National Cooperative Research and
Production Act of 1993, 15 U.S.C. 4301
et seq. (‘‘the Act’’), OpenDaylight
Project, Inc. (‘‘OpenDaylight’’) has filed
written notifications simultaneously
with the Attorney General and the
Federal Trade Commission disclosing
changes in its membership. The
notifications were filed for the purpose
of extending the Act’s provisions
limiting the recovery of antitrust
plaintiffs to actual damages under
specified circumstances. Specifically,
Tencent Technology (Shenzhen)
Company Limited, Shenzhen, PEOPLE’S
REPUBLIC OF CHINA; Taobao China
Software Co., Ltd., Zhejiang, PEOPLE’S
REPUBLIC OF CHINA; SDN Essentials,
Sunnyvale, CA; and Raisecom
Technology Co., Ltd., Beijing, PEOPLE’S
REPUBLIC OF CHINA, have been added
as parties to this venture.
Also, Megaport, Queensland,
AUSTRALIA; Cyan Inc., Petaluma, CA;
and Alcatel-Lucent USA Inc., Mountain
View, CA, have withdrawn as parties to
this venture.
No other changes have been made in
either the membership or planned
activity of the group research project.
Membership in this group research
project remains open, and OpenDaylight
intends to file additional written
notifications disclosing all changes in
membership.
On May 23, 2013, OpenDaylight filed
its original notification pursuant to
section 6(a) of the Act. The Department
of Justice published a notice in the
Federal Register pursuant to section
6(b) of the Act on July 1, 2013 (78 FR
39326).
The last notification was filed with
the Department on January 6, 2016. A
notice was published in the Federal

to comment on the ‘‘Generic Clearance
for the Collection of Quantitative
Feedback on Agency Service Delivery ’’
for approval under the Paperwork
Reduction Act (PRA) (44 U.S.C. 3501 et
seq.). This collection was developed as
part of a Federal Government-wide
effort to streamline the process for
seeking feedback from the public on
service delivery, this notice announces
our intent to submit this collection to
OMB for approval and solicits
comments on specific aspects for the

SUPPLEMENTARY INFORMATION:
Title: Generic Clearance for the
Collection of Quantitative Feedback on
Agency Service Delivery.
Abstract: The proposed information
collection activity provides a means to
garner quantitative customer and
stakeholder feedback in an efficient,
timely manner, in accordance with the
Administration’s commitment to
improving service delivery. This
feedback will provide insights into
customer or stakeholder perceptions,
experiences and expectations, and
provide an early warning of issues with
service. This one time collection will
allow for actionable communications
between the Agency and its customers
and stakeholders.
The solicitation of feedback will target
areas such as: Perceptions of programs
for inmates, Bureau of Prisons
employees and the agency itself.
Responses will be assessed to plan and
inform efforts to improve or maintain
the quality of service offered to the
public. If this information is not
collected, vital feedback from customers
and stakeholders on the Agency’s
services will be unavailable.
The Agency will only submit a
collection for approval under this
generic clearance if it meets the
following conditions:
• The collections are voluntary;
• The collections are low-burden for
respondents (based on considerations of
total burden hours, total number of
respondents, or burden-hours per
respondent) and are low-cost for both
the respondents and the Federal
Government;
• The collections are noncontroversial and do not raise issues of
concern to other Federal agencies;
• Any collection is targeted to the
solicitation of opinions from
respondents who have experience with
the program or may have experience
with the program in the near future;
• Personally identifiable information
(PII) is collected only to the extent
necessary and is not retained;

time or documenting program
performance. Such data uses require
more rigorous designs that address: The
target population to which
generalizations will be made, the
sampling frame, the sample design
(including stratification and clustering),
the precision requirements or power
calculations that justify the proposed
sample size, the expected response rate,
methods for assessing potential nonresponse bias, the protocols for data
collection, and any testing procedures
that were or will be undertaken prior to
fielding the study. Depending on the
degree of influence the results are likely
to have, such collections may still be
eligible for submission for other generic
mechanisms that are designed to yield
testable quantitative results.
As a general matter, information
collections will not result in any new
system of records containing privacy
information and will not ask questions
of a sensitive nature, such as sexual
behavior and attitudes, religious beliefs,
and other matters that are commonly
considered private.

AGENCY:
The U.S. Nuclear Regulatory
Commission (NRC) received and is
considering approval of one amendment
request. The amendment requests are for
Exelon Generation Company, LLC, Quad
Cities Nuclear Power Station (QCNPS),
Units 1 and 2. For each amendment
request, the NRC proposes to determine
that they involve no significant hazards
consideration. In addition, each
amendment request contains sensitive
unclassified non-safeguards information
(SUNSI).
DATES: Comments must be filed by May
31, 2016. A request for a hearing must
be filed by June 27, 2016. Any potential
party as defined in § 2.4 of title 10 of the
Code of Federal Regulations (10 CFR),
who believes access to SUNSI is
necessary to respond to this notice must
request document access by May 9,
2016.
