(Omron), an operator of FTZ 22,
submitted a notification of proposed
production activity to the FTZ Board for
its facility located in St. Charles,
Illinois, within FTZ 22. The notification

regulations of the FTZ Board (15 CFR
400.22) was received on April 14, 2016.
The Omron facility is located within
Site 41 of FTZ 22. The facility is used
for the production of automotive
electronic components. Pursuant to 15
CFR 400.14(b), FTZ authority would be
limited to the specific foreign-status
components and specific finished
products described in the submitted
notification (as described below) and
subsequently authorized by the FTZ
Board.

investigations is scheduled for initiation
in June 2016.
The Department’s procedures for the
conduct of Sunset Reviews are set forth
in 19 CFR 351.218. The Notice of
Initiation of Five-Year (‘‘Sunset’’)
Reviews provides further information
regarding what is required of all parties
to participate in Sunset Reviews.
Pursuant to 19 CFR 351.103(c), the
Department will maintain and make
available a service list for these
proceedings. To facilitate the timely
preparation of the service list(s), it is
requested that those seeking recognition
as interested parties to a proceeding
contact the Department in writing
within 10 days of the publication of the
Notice of Initiation.
Please note that if the Department
receives a Notice of Intent to Participate
from a member of the domestic industry
within 15 days of the date of initiation,
the review will continue. Thereafter,
any interested party wishing to
participate in the Sunset Review must
provide substantive comments in
response to the notice of initiation no
later than 30 days after the date of
initiation.
This notice is not required by statute
but is published as a service to the
international trading community.

Background
The Department has received timely

certifications, or comments or actions by
the Department discussed below refer to
the number of calendar days from the
applicable starting time.
Notice of No Sales
If a producer or exporter named in
this notice of initiation had no exports,
sales, or entries during the period of
review (‘‘POR’’), it must notify the
Department within 30 days of
publication of this notice in the Federal
Register. All submissions must be filed
electronically at https://access.trade.gov
in accordance with 19 CFR 351.303.1
Such submissions are subject to
verification in accordance with section
782(i) of the Tariff Act of 1930, as
amended (‘‘the Act’’). Further, in
accordance with 19 CFR 351.303(f)(1)(i),
a copy must be served on every party on
the Department’s service list.

Foreign-Trade Zone (FTZ) 133--Quad-Cities, Iowa/Illinois;
Notification of Proposed Production Activity, Deere & Company, Subzone
133D (Construction and Forestry Equipment), Davenport, Iowa
Deere & Company (Deere), operator of Subzone 133D, submitted a
notification of proposed production activity to the FTZ Board for its
facilities within Subzone 133D, located in Davenport, Iowa. The
notification conforming to the requirements of the regulations of the
FTZ Board (15 CFR 400.22) was received on April 15, 2016.
Deere already has authority to produce motor graders, four wheel
drive loaders, log skidders and articulated dump trucks within Subzone
133D. The current request would add construction and forestry equipment
and foreign-status materials/components to the scope of authority.
Pursuant to 15 CFR 400.14(b), additional FTZ authority would be limited
to the specific foreign-

status materials/components and specific finished products described in
the submitted notification (as described below) and subsequently
authorized by the FTZ Board.
Production under FTZ procedures could exempt Deere from customs
duty payments on the foreign-status materials/components used in export
production. On its domestic sales, Deere would be able to choose the
duty rates during customs entry procedures that apply to: Wheeled
feller bunchers; disc saw felling heads; and, cabs for knuckleboom
loaders, backhoes, loaders, motor graders, feller bunchers, log
skidders and articulated dump trucks (duty rates: Free or 4%) for the
foreign-status materials/components noted below and in the existing
scope of authority. Customs duties also could possibly be deferred or
reduced on foreign-status production equipment.
The materials/components sourced from abroad include: Plastic
