Take notice that on March 8, 2016,
Dominion Carolina Gas Transmission,
LLC (DCG) submitted a request that DCG
be granted any waivers of the
requirements of Order No. 561 and 18
CFR part 201, specifically Gas Plant
Instruction No. 3(17) in calculating
Allowance for Funds Used During
Construction (AFUDC) rate deemed
necessary to allow its proposed method
of AFUDC. Specifically, DCG proposes
to use a hypothetical capital structure of
50 percent debt and 50 percent equity,
the rate of return on equity from the
settlement of DCG’s last rate case
proceeding, and the actual cost of longterm debt of Dominion Midstream
Partners, LP, when calculating AFUDC.
Any person desiring to intervene or to

Projects has reviewed the application
for a new license for the KeoweeToxaway Hydroelectric Project, located
on the Toxaway, Keowee, and Little
Rivers in Oconee County and Pickens
County, South Carolina and
Transylvania County, North Carolina,
and has prepared a final Environmental
Assessment (EA) for the project. The
project does not occupy federal land.
The final EA contains staff’s analysis
of the potential environmental impacts
