Within 15 days of filing the petition, the state commission and parties to the proceeding may file a response to the petition. In an OMBapproved Public Notice, DA 97–2540, released December 4, 1997, the Commission set forth procedures for filing petitions for preemption pursuant to section 252(e)(5).
