information; (c) ways to enhance the
quality, utility, and clarity of the
information to be collected; (d) ways to
minimize the burden of the collection of
information on respondents, including
through the use of automated collection
techniques or other forms of information
technology; and (e) estimates of capital
or start-up costs and costs of operation,
maintenance, and purchase of services
to provide information.

SUPPLEMENTARY INFORMATION: Notice is
hereby given under section 10(a)(2) of
the Federal Advisory Committee Act, 5
U.S.C. App. (1988), and with the
approval of the Secretary of the
Treasury to announce the charter
renewal for the Taxpayer Advocacy
Panel Committee (TAP). The TAP
purpose is to provide a taxpayer
perspective to the Internal Revenue
Service (IRS) on critical tax
administrative programs. The TAP shall
provide listening opportunities for
taxpayers to independently identify
suggestions or comments to improve IRS
customer service through grass roots
outreach efforts, and have direct access
to elevate improvement
recommendations to the appropriate
operating divisions. The TAP shall also
serve as a focus group to provide
suggestions and/or recommendations
directly to IRS management on IRS
strategic initiatives.

consequences of military service in the
Southwest Asia theater of operations
during the Gulf War in 1990–1991.
The Committee will review VA
program activities related to Gulf War
Veterans’ illnesses, and hear updates on
relevant scientific research published
since the last Committee meeting.
Presentations will include updates on
the VA Gulf War research program,
along with research presentations
describing neurological problems in
Gulf War Veterans. There will also be a
discussion of Committee business and
activities.
The meeting will include time
reserved for public comments each
afternoon. Sign-up sheet for 5-minute
comments will be available at the
meeting. Individuals who wish to
address the Committee may submit a
1–2 page summary of their comments
for inclusion in the official meeting
record. Members of the public may also
submit written statements for the
Committee’s review to Dr. Victor
Kalasinsky via email at
