The area of analysis for the Draft EIS extends from the San Marcial Railroad Bridge above Elephant Butte Reservoir in New Mexico to the El Paso/ Hudspeth County Line in Texas; the diversion headings where Reclamation delivers Rio Grande Project allocations are located between Caballo Dam and International Dam.
