The West Virginia Department of Environmental Protection participated as a cooperating agency in the preparation of the EA. Cooperating agencies have jurisdiction by law or special expertise with respect to resources potentially affected by the proposal and participate in the NEPA analysis. The EA addresses the potential environmental effects of the construction, modification, and operation of the following facilities associated with the Project: • Four new compressor stations (CS): Two in Kanawha County, West Virginia (CS 118A and CS 119A); one in Madison County, Kentucky (CS 875); and one in Davidson County, Tennessee (CS 563); and • modifications (including abandonment and replacement of certain compression units, system components, and associated facilities) at the existing Clay City Compressor Station in Powell County, Kentucky (CS 106), and the existing Catlettsburg Compressor Station in Boyd County, Kentucky (CS 114). The FERC staff mailed copies of the EA to federal, state, and local government representatives and agencies; elected officials; environmental and public interest groups; Native American tribes; potentially affected landowners and other interested individuals and groups; and newspapers and libraries in the project area. Paper copy versions of the EA were mailed to those specifically requesting them; all others received a CD version. In addition, the EA is available for public viewing on the FERC’s Web site (www.ferc.gov) using the eLibrary link. A limited number of copies of the EA are available for distribution and public inspection at: Federal Energy Regulatory Commission, Public Reference Room, 888 First Street NE., Room 2A, Washington, DC 20426, (202) 502–8371. Any person wishing to comment on the EA may do so. Your comments should focus on the potential environmental effects, reasonable alternatives, and measures to avoid or lessen environmental impacts.
