Preliminary Determination of No Shipments Based on an analysis of U.S. Customs and Border Protection (‘‘CBP’’) information, and no shipment certifications submitted by Carbon Activated Tianjin Co., Ltd. (‘‘Carbon Activated’’), the Department preliminarily determines that Carbon Activated had no shipments during the POR.
