system. To be timely, an electronic
filing must be submitted to the E-Filing
system no later than 11:59 p.m. Eastern

a transmission, the E-Filing system

E-Filing system also distributes an email
notice that provides access to the

Documents submitted in adjudicatory

requested not to include personal
privacy information, such as social
security numbers, home addresses, or

instances, a request to intervene will
require including information on local
residence in order to demonstrate a
proximity assertion of interest in the

On February 25, 2016, the Postal
Service filed notice that it has agreed to
an amendment to the existing Priority
Mail Contract 123 negotiated service
agreement approved in this docket.1 In
support of its Notice, the Postal Service
includes a redacted copy of the
amendment and a certification of
compliance with 39 U.S.C. 3633(a), as
required by 39 CFR 3015.5. Notice at 1.
The Postal Service also filed the
unredacted amendment and supporting
financial information under seal. Id. The

ACTION: Notice of an application for an

The requested order would permit
certain registered open-end investment
companies to acquire shares of
‘‘business development companies’’, as
defined in section 2(a)(48) of the Act
(‘‘BDCs’’), that are within and outside
the same group of investment
companies as the acquiring investment
companies, in excess of the limits in
section 12(d)(1) of the Act and to
exempt such transactions in BDCs from
section 17(a) to the extent necessary to
permit such purchases and
redemptions. The requested order
would amend a prior order issued to the
Applicants by the Commission under
section 12(d)(1)(J) of the Act for
exemptions from sections 12(d)(1)(A),
(B) and (C) of the Act and sections 6(c)
and 17(b) of the Act exempting certain
transactions from section 17(a) of the
Act (‘‘Prior Order’’).1
