19, 2014; or Airbus Service Bulletin A340–
92–4100, dated June 19, 2014; as applicable.

(1) Alternative Methods of Compliance
(AMOCs): The Manager, International
Branch, ANM–116, Transport Airplane
Directorate, FAA, has the authority to
approve AMOCs for this AD, if requested
using the procedures found in 14 CFR 39.19.
In accordance with 14 CFR 39.19, send your
request to your principal inspector or local
Flight Standards District Office, as
appropriate. If sending information directly

requirement in this AD to obtain corrective
actions from a manufacturer, the action must
be accomplished using a method approved
by the Manager, International Branch, ANM–
116, Transport Airplane Directorate, FAA; or
the European Aviation Safety Agency
(EASA); or Airbus’s EASA Design
Organization Approval (DOA). If approved by
the DOA, the approval must include the
DOA-authorized signature.
(3) Required for Compliance (RC): If any
service information contains procedures or
tests that are identified as RC, those
procedures and tests must be done to comply
with this AD; any procedures or tests that are
not identified as RC are recommended. Those
procedures and tests that are not identified

as RC may be deviated from using accepted
methods in accordance with the operator’s
maintenance or inspection program without
obtaining approval of an AMOC, provided
the procedures and tests identified as RC can

RC require approval of an AMOC.

Authority for This Rulemaking
This action proposes to
modify the Class E airspace extending
upward from the surface designated as
an extension to the Class D surface area
at Ogden-Hinckley Airport, Ogden, UT.
The FAA’s Aeronautical Information
Services identified that the width of the
Class E extension to the Class D surface
area did not meet the current criteria.
This action would enhance the safety
and management of Standard
Instrument Approach Procedures
(SIAPs) for Instrument Flight Rules
(IFR) operations at the airport.

FAA Order 7400.9Z is publicly available

Class A, B, C, D, and E airspace areas,
air traffic service routes, and reporting
points.
The Proposal
The FAA is proposing an amendment
to Title 14 Code of Federal Regulations
(14 CFR) Part 71 by modifying the Class
E airspace extending upward from the
surface designated as an extension to
the Class D surface area. The Class E
surface airspace designated as an
extension to the Class D would be
expanded to 4 miles either side of the
225° radial extending 16 miles
southwest of the Ogden Hinckley
airport. The FAA found this action
necessary for the safety and
management of aircraft departing and
arriving under IFR operations at the
airport.
Class E airspace designations are
published in paragraph 6004 of FAA
Order 7400.9Z, dated August 6, 2015,
and effective September 15, 2015, which
is incorporated by reference in 14 CFR
71.1. The Class E airspace designations
listed in this document will be
published subsequently in the Order.
Regulatory Notices and Analyses
The FAA has determined that this
regulation only involves an established
body of technical regulations for which
frequent and routine amendments are
necessary to keep them operationally
current, is non-controversial and
unlikely to result in adverse or negative
comments. It, therefore: (1) Is not a
‘‘significant regulatory action’’ under
Executive Order 12866; (2) is not a
‘‘significant rule’’ under DOT
Regulatory Policies and Procedures (44
FR 11034; February 26, 1979); and (3)
does not warrant preparation of a
regulatory evaluation as the anticipated
impact is so minimal. Since this is a
routine matter that will only affect air
traffic procedures and air navigation, it
is certified that this rule, when
promulgated, would not have a
significant economic impact on a
substantial number of small entities
under the criteria of the Regulatory
Flexibility Act.

The Proposal
