announces its annual spring meeting to
be held March 10–11, 2016.
DATES: The open sessions of the
Committee meeting will be held on
March 10, 2016, 8:30 a.m. to 3:00 p.m.;
and March 11, 2016, 9 a.m. to 12:15
p.m. Closed sessions will be held on
March 10, 2016, 3:30 p.m. to 6 p.m., and
on March 11, 2016, 8 a.m. to 9 a.m.

SUPPLEMENTARY INFORMATION: The
Advisory Committee to the U.S. Section
to ICCAT will meet in open session to
receive and discuss information on the
2015 ICCAT meeting results and U.S.
implementation of ICCAT decisions;
NMFS research and monitoring
activities; global and domestic
initiatives related to ICCAT; the Atlantic
Tunas Convention Act-required
consultation on any identification of
countries that are diminishing the
effectiveness of ICCAT; the results of the
meetings of the Committee’s Species
Working Groups; and other matters
relating to the international
management of ICCAT species. The
public will have access to the open
sessions of the meeting, but there will
be no opportunity for public comment.
The agenda is available from the
Committee’s Executive Secretary upon
request (see FOR FURTHER INFORMTION
CONTACT).
The Committee will meet in its
Species Working Groups for part of the
afternoon of March 10, 2016, and for
one hour on the morning of March 11,
2016. These sessions are not open to the
public, but the results of the species
working group discussions will be
reported to the full Advisory Committee
during the Committee’s open session on
March 11, 2016.

actions affecting New England fisheries

consideration and action, if appropriate.

SUMMARY:
Agenda
The Advisory Panel plans to review/
discuss herring coverage target
alternatives in the IFM Amendment.
The panel will also review/discuss
economic and biological impacts of
herring coverage target alternatives.
They will also develop
recommendations to the Herring
Committee for preliminary preferred
alternatives for the herring fishery in the
IFM Amendment. The panel will
receive a brief update on Amendment 8
to the Herring FMP. Other business will
be discussed as necessary.
Although non-emergency issues not
contained in this agenda may come
before this group for discussion, those
issues may not be the subject of formal
action during these meetings. Action
will be restricted to those issues
specifically listed in this notice and any
issues arising after publication of this
notice that require emergency action
under section 305(c) of the MagnusonStevens Act, provided the public has
been notified of the Council’s intent to
take final action to address the
emergency.
