SUMMARY: On August 10, 2015, the U.S. Nuclear Regulatory Commission 
(NRC) solicited comments on the draft NUREG-0800, ``Standard Review 
Plan for the Review of Safety Analysis Reports for Nuclear Power 
Plants: LWR Edition,'' Section 18.0, ``Human Factors Engineering.'' The 
public comment period closed on October 9, 2015. The NRC has decided to 
reopen the public comment period to allow more time for members of the
