Notice is hereby given,
pursuant to the provisions of the rules
and regulations of the U.S. Commission
on Civil Rights (Commission), and the
Federal Advisory Committee Act
(FACA), that an orientation and
planning meeting of the Maryland State
Advisory Committee to the Commission
(MD State Advisory Committee) will
convene at 12:30 p.m. (EST) on Friday,
March 18, 2016, by conference call. The
purpose of the orientation meeting is to
inform the newly appointed members
about the rules of operation for the
advisory committee. The purpose of the
planning meeting is to discuss project
planning, the selection of additional
committee officers and plans for future
meetings.
Interested members of the public may
listen to the discussion by calling the
following toll-free conference call

Please be advised that before placing

Council was chartered on November 10,
2009 to advise the Secretary of
Commerce on matters related to
innovation and entrepreneurship in the
United States. NACIE’s overarching
focus is recommending transformational
policies to the Secretary that will help
U.S. communities, businesses, and the
workforce become more globally
competitive. The Council operates as an
independent entity within the Office of
Innovation and Entrepreneurship (OIE),
which is housed within the U.S.
Commerce Department’s Economic
Development Administration. NACIE
members are a diverse and dynamic
group of successful entrepreneurs,
innovators, and investors, as well as
leaders from nonprofit organizations
and academia.
The purpose of this meeting is to
discuss the Council’s planned work
initiatives in three focus areas:
Workforce/talent, entrepreneurship, and
innovation. The final agenda will be
posted on the NACIE Web site at

Order Denying Export Privileges
On December 5, 2014, in the U.S.
District Court for the Southern District
of Georgia, Viacheslav Zhukov
(‘‘Zhukov’’) was convicted of violating
the International Emergency Economic
Powers Act (50 U.S.C. 1701, et seq.
(2006 & Supp. IV 2010)) (‘‘IEEPA’’).
Specifically, Zhukov knowingly and
willfully combined, conspired,
confederated and agreed to unlawfully
export controlled firearm accessories
from the United States to coconspirators in Russia without obtaining
an export license from the United States
Department of Commerce. Zhukov was
sentenced to 51 months in prison, three
years of supervised release and a special
assessment of $100.00.
Section 766.25 of the Export
Administration Regulations (‘‘EAR’’ or
‘‘Regulations’’) 1 provides, in pertinent
part, that ‘‘[t]he Director of the Office of
Exporter Services, in consultation with
the Director of the Office of Export
Enforcement, may deny the export
privileges of any person who has been
convicted of a violation of the Export
Administration Act (‘‘EAA’’), the EAR,
or any order, license or authorization
issued thereunder; any regulation,
license, or order issued under the
International Emergency Economic
Powers Act (50 U.S.C. § 1701–1706); 18
U.S.C. §§ 793, 794 or 798; section 4(b)
of the Internal Security Act of 1950 (50
U.S.C. § 783(b)), or section 38 of the
Arms Export Control Act (22 U.S.C.
§ 2778).’’ 15 CFR 766.25(a); see also
Section 11(h) of the EAA, 50 U.S.C. app.
§ 2410(h). The denial of export
privileges under this provision may be
for a period of up to 10 years from the
date of the conviction. 15 CFR
766.25(d); see also 50 U.S.C. app.
§ 2410(h). In addition, Section 750.8 of
the Regulations states that the Bureau of
Industry and Security’s Office of
Exporter Services may revoke any
Bureau of Industry and Security (‘‘BIS’’)
1 50 U.S.C. 4601–4623 (Supp. III 2015) (available
at https://uscode.house.gov). Since August 21, 2001,
the Act has been in lapse and the President, through
Executive Order 13222 of August 17, 2001 (3 CFR,
2001 Comp. 783 (2002)), which has been extended
by successive Presidential Notices, the most recent
being that of August 7, 2015 (80 FR 48,233 (Aug.
11, 2015)), has continued the Regulations in effect
under the International Emergency Economic
Powers Act (50 U.S.C. 1701, et seq. (2006 & Supp.
IV 2010)).
