PO 00000 Frm 00001 Fmt 4703 Sfmt 4703 circumventing the Order by adding alloying elements (i.e., making minor alterations) to CTL plate that is otherwise ASTM A36 and A572 commodity-grade steel plate.4 Domestic Producers provided business proprietary evidence which they believe supports their allegation.5 Domestic Producers noted that there is a history of evading the Order, and that the Department has made two separate circumvention determinations with regard to CTL plate from the PRC.
