SUMMARY: The Environmental Protection Agency (EPA) is proposing to 
approve revisions to the Yolo-Solano Air Quality Management District 
(YSAQMD) portion of the California State Implementation Plan (SIP). 
These revisions concern volatile organic compound (VOC) and oxides of 
nitrogen (NOx) emissions from gasoline dispensing facilities and 
stationary gas turbines. We are proposing to approve local rules to
