(Energy Resources) [[Page 6257]] filed an application for a preliminary permit, pursuant to section 4(f) of the Federal Power Act (FPA), proposing to study the feasibility of the Coffeeville Lock and Dam Hydroelectric Project (Coffeeville Project or project) to be located at the U.S. Army Corps of Engineers' Coffeeville Lock and Dam on the Tombigbee River in Clark County, Alabama. The sole purpose of a preliminary permit, if issued, is to grant the permit holder priority to file a license application during the permit term. A preliminary permit does not authorize the permit holder to perform any land-disturbing activities or otherwise enter upon lands or waters owned by others without the owners' express permission. Energy Resources' permit application is filed in competition with Lock+TM Hydro Friends Fund II, proposed Coffeeville Lock and Dam Hydroelectric Project No. 14673-000, which was publicly noticed November 24, 2015. The deadline for filing competing applications was January 25, 2016. Energy Resources competing permit application was timely filed. The proposed project would consist of the following: (1) A 500- foot-long, 200-foot-wide intake channel; (2) a 131-foot-long, 197-foot- wide powerhouse containing three generating units with a total capacity of 33 megawatts; (3) a 400-foot-long, 20-foot-wide tailrace; (4) a 6.9/ 69 kilo-Volt (kV) substation; (5) a 34-mile-long addition to the existing access road; and (6) a 3-mile-long, 69 kV transmission line. The proposed project would have an estimated average annual generation of 186,000 megawatt-hours, and operate as directed by the Corps.
