Notice is hereby given that, on
December 23, 2015, pursuant to section
6(a) of the National Cooperative
Research and Production Act of 1993,
15 U.S.C. 4301 et seq. (‘‘the Act’’),
Advanced Media Workflow Association,
Inc. has filed written notifications
simultaneously with the Attorney
General and the Federal Trade
Commission disclosing changes in its
membership. The notifications were
filed for the purpose of extending the
Act’s provisions limiting the recovery of
antitrust plaintiffs to actual damages
under specified circumstances.

Vietnam Corp., Hanoi, VIETNAM, have
withdrawn as parties to this venture.
No other changes have been made in
either the membership or planned
activity of the group research project.
Membership in this group research
project remains open, and Advanced
Media Workflow Association, Inc.
intends to file additional written
notifications disclosing all changes in
membership.
On March 28, 2000, Advanced Media
Workflow Association, Inc. filed its
original notification pursuant to section
6(a) of the Act. The Department of
Justice published a notice in the Federal
Register pursuant to section 6(b) of the
Act on June 29, 2000 (65 FR 40127).
The last notification was filed with
the Department on September 24, 2015.

AGENCY:
In this notice, OSHA
announces its final decision expanding
the scope of recognition for SGS North
America, Inc., as a Nationally
Recognized Testing Laboratory (NRTL).
Additionally, OSHA announces its final
decision to add a new test standard to
the NRTL list of appropriate test
standards.
SUMMARY:
The expansion of the scope of
recognition becomes effective on
January 22, 2016.

I. Notice of Final Decision
The Occupational Safety and Health
Administration hereby gives notice of
the expansion of the scope of

recognition of SGS North America, Inc.
(SGS), as an NRTL. SGS’s expansion
covers the addition of five recognized
testing and certification sites and
fourteen additional test standards to its
NRTL scope of recognition, including
one test standard that will be added to
the NRTL Program List of Appropriate
Test Standards.
OSHA recognition of an NRTL
signifies that the organization meets the
requirements in Section 1910.7 of Title
29, Code of Federal Regulations (29 CFR
1910.7). Recognition is an
acknowledgment that the organization
can perform independent safety testing
and certification of the specific products
covered within its scope of recognition
and is not a delegation or grant of
government authority. As a result of
recognition, employers may use
products properly approved by the
NRTL to meet OSHA standards that
require testing and certification.
The Agency processes applications by
an NRTL for initial recognition, or for
expansion or renewal of this
recognition, following requirements in
Appendix A to 29 CFR 1910.7. This
appendix requires that the Agency
publish two notices in the Federal
Register in processing an application. In
the first notice, OSHA announces the
application and provides its preliminary
finding and, in the second notice, the
Agency provides its final decision on
the application. These notices set forth
the NRTL’s scope of recognition or
modifications of that scope. OSHA
maintains an informational Web page
for each NRTL that details its scope of
recognition. These pages are available
from the Agency’s Web site at https://
www.osha.gov/dts/otpca/nrtl/
index.html.
SGS currently has one facility (site)
recognized by OSHA for product testing
and certification, with its headquarters
located at: 620 Old Peachtree Road,
Suwanee, Georgia 30024. A complete
list of SGS’s scope of recognition is

II. General Background on the
Application
SGS submitted an application, dated
October 1, 2014 (OSHA–2006–0040–
0023), to expand its recognition to
include the addition of five recognized
testing and certification sites located at:
