Notice of Lodging Proposed Consent
Decree
In accordance with Departmental
Policy, 28 CFR 50.7, notice is hereby
given that a proposed Consent Decree in
United States v. Satcher Properties, LLC,
Civil Action No. 3:16–cv–00112–JFA,
was lodged with the United States
District Court for the District of South
Carolina on January 13, 2016.
This proposed Consent Decree
concerns a complaint filed by the
United States against Satcher Properties,
LLC, pursuant to 33 U.S.C. 1311(a) and
1344, to obtain injunctive relief from
and impose civil penalties against the
Defendant for violating the Clean Water
Act by discharging pollutants without a
permit into waters of the United States.
The proposed Consent Decree resolves
these allegations by requiring the
Defendant to restore the impacted areas
or to submit an after-the-fact permit
application and to perform mitigation
and to pay a civil penalty. The proposed
Consent Decree also provides for the
defendant to perform an Environmental
Compliance Promotion Project.
The Department of Justice will accept
written comments relating to this
proposed Consent Decree for thirty (30)
days from the date of publication of this
Notice. Please address comments to

SUMMARY: The Employment and
Training Administration (ETA), U.S.
Department of Labor, announces the
availability of $5,000,000 in grant funds
for a second round of Linking to
Employment Activities Pre-release
through Specialized American Job
Centers (AJCs), or ‘‘LEAP–2,’’ grants.
ETA plans to award approximately 10
grants of up to $500,000 each to Local
Workforce Development Boards. This
grant program is designed to provide
incarcerated individuals with workforce
services prior to release and link them
to a continuum of services offered
through their community-based AJCs
post-release. These grants are job-driven
and build connections to local
employers that will enable transitioning
offenders to secure employment. The
jail-based specialized AJCs will enable
transitioning offenders to prepare for
employment prior to release and
continue with Individual Employment
Plans (as described in Section IV of the
FOA) in the community once released.
The aim of these centers is to improve
the workforce outcomes for
transitioning offenders.
