ACTION: Notice and request for comments. ----------------------------------------------------------------------- SUMMARY: The Department of the Treasury, as part of its continuing effort to reduce paperwork and respondent burden, invites the general public and other Federal agencies to take this opportunity to comment on proposed and/or continuing information collections, as required by the Paperwork Reduction Act of 1995, Public Law 104-13 (44 U.S.C. 3506(c)(2)(A)). DATES: Written comments should be received on or before March 21, 2016 to be assured of consideration. SUPPLEMENTARY INFORMATION: Request for Comments The Department of the Treasury and the Internal Revenue Service, as part of their continuing effort to reduce paperwork and respondent burden, invite the general public and other Federal agencies to take this opportunity to comment on the proposed or continuing information collections listed below in this notice, as required by the Paperwork Reduction Act of 1995, (44 U.S.C. 3501 et seq.). Request For Comments: Comments submitted in response to this notice will be summarized and/or included in our request for Office of Management and Budget (OMB) approval of the relevant information collection. All comments will become a matter of public record. Please do not include any confidential or inappropriate material in your comments. We invite comments on: (a) Whether the collection of information is necessary for the proper performance of the agency's functions, including whether the information has practical utility; (b) the accuracy of the agency's estimate of the burden of the collection of information; (c) ways to enhance the quality, utility, and clarity of the information to be collected; (d) ways to minimize the burden of the collection of information on respondents, including the use of automated collection techniques or other forms of information technology; and (e) estimates of capital or start-up costs and costs of operation, maintenance, and purchase of services to provide the requested information. Currently, the IRS is seeking comments concerning the following forms, and reporting and record-keeping requirements: 1. Title: Voluntary Customer Surveys To Implement E.O. 12862 on Behalf of All IRS Operations. OMB Number: 1545-1432. Abstract: This form is a generic clearance for an undefined number of customer satisfaction and opinion surveys and focus group interviews to be conducted over the next three years. Surveys and focus groups conducted under the generic clearance are used by the Internal Revenue Service to determine levels of customer satisfaction, as well as determining issues that contribute to customer burden. This information will be used to make quality improvements to products and services. Current Actions: We will be conducting different customer satisfaction and opinion surveys and focus group interviews during the next three years than in the past. At the present time, is not determined what these surveys and focus groups will be. Type of Review: Revision of a currently approved collection. Using the past three years as a baseline, we estimate that 40,000 (13,333.3 annually) burden hours will be used over the course of the next three years. Affected Public: Individuals or households, business or other for- profit organizations, not-for-profit institutions, farms and Federal, state, local or tribal governments. Estimated Total Annual Burden Hours: 40,000. 2. Title: Miscellaneous Income. OMB Number: 1545-0115. Form Number: 1099-MISC. Abstract: Form 1099-MISC is used by payers to report payments of $600 or more of rents, prizes and awards, medical and health care payments, nonemployee compensation, and crop insurance proceeds, $10 or more of royalties, any amount of fishing boat proceeds, certain substitute payments, golden parachute payments, and an indication of direct sales of $5,000 or more. Current Actions: There is no change in the paperwork burden previously approved by OMB. Type of Review: Extension of a currently approved collection. Affected Public: Business or other for-profit organizations. Estimated Number of Respondents: 86,796,997. Estimated Time per Respondent: 18 min. Estimated Total Annual Burden Hours: 26,039,099. 3. Title: Supplemental Income and Loss. OMB Number: 1545-1972. Form: Schedule E (Form 1040). Abstract: Schedule E (Form 1040) is used to report and summarize income from rents, royalties, partnerships, S corporations, estates, trusts, REMICS, etc. (IRC section 61.) Type of Review: Extension of a currently approved collection. Affected Public: Private Sector: Businesses or other for-profits. Estimated Total Annual Burden Hours: 284,599. 4. Title: Profit or Loss From Farming. OMB Number: 1545-1975. Form: Schedule F (Form 1040). Abstract: Schedule F (Form 1040) is used to report gross income, expenses, and net profit or loss from farming. (IRC section 61.) Type of Review: Extension of a currently approved collection. Affected Public: Private Sector: Businesses or other for-profits. Estimated Total Annual Burden Hours: 1,907,750. The following paragraph applies to all of the collections of information covered by this notice: An agency may not conduct or sponsor, and a person is not required to respond to, a collection of information unless the collection of information displays a valid OMB control number. Books or records relating to a collection of information must be retained as long as their contents may become material in the administration of any internal revenue law.
