The FEDERAL REGISTER provides a uniform system for making available to the public regulations and legal notices issued by Federal agencies. Documents are on file for public inspection in the Office of the Federal Register the day before they are published, unless the issuing agency requests earlier filing. The seal of the National Archives and Records Administration authenticates the Federal Register as the official serial publication established under the Federal Register Act.
