Walnut also requests a determination that it qualifies as a local distribution company for purposes of section 311 of the Natural Gas Policy Act of 1978 (NGPA) and a waiver of all reporting, accounting, and other rules and regulations under the NGA and NGPA that are normally applicable to natural gas companies.
