Summary of Collection: The Rural Utilities Service (RUS) is a credit agency of the U.S. Department of Agriculture (USDA). It makes mortgage loans and loan guarantees to finance electric, telecommunications, and water and waste facilities in rural areas. In addition to providing loans and loan guarantees, one of RUS’ main objectives is to safeguard loan security until the loan is repaid. RUS will collect information to determine whether or not the agency should approve a sale and also to keep track of what property exists to secure the loan. If the information in Form 369 is not collected when capital assets are sold, the capital assets securing the Government’s loans could be liquidated and the Government’s security either eliminated entirely or diluted to an undesirable level. SUMMARY: The Department of Commerce (the Department) preliminarily determines that countervailable subsidies are being provided to producers/exporters of certain coldrolled steel flat products (cold-rolled steel) from the People’s Republic of China (the PRC).     On July 29, 2015, the Executive Secretary of the Foreign-Trade 
Zones (FTZ) Board docketed an application submitted by the Northern 
Mississippi FTZ, Inc., grantee of FTZ 262, requesting subzone status 
subject to the existing activation limit of FTZ 262, on behalf of Haier 
America Trading, LLC, in Olive Branch, Mississippi.
    The application was processed in accordance with the FTZ Act and 
Regulations, including notice in the Federal Register inviting public 
comment (80 FR 45943, August 3, 2015). The FTZ staff examiner reviewed 
the application and determined that it meets the criteria for approval.
