ACTION: Exemption; issuance.
AGENCY:
The U.S. Nuclear Regulatory
Commission (NRC) is granting
exemptions in response to a request
from Entergy Nuclear Operations, Inc.
(ENO or the licensee) regarding certain
emergency planning (EP) requirements.
The exemptions will eliminate the
requirements to maintain formal offsite
radiological emergency plans and
reduce the scope of the onsite EP
activities at the Vermont Yankee
Nuclear Power Station (VY), based on
the reduced risks of accidents that could
result in an offsite radiological release at
the decommissioning nuclear power
reactor. Provisions would still exist for
offsite agencies to take protective
actions, using a comprehensive
emergency management plan (CEMP) to
protect public health and safety, if
protective actions were needed in the
event of a very unlikely accident that
could challenge the safe storage of spent
fuel.
