Description of Request: SCE requests to amend the project license as follows: (1) Replace the existing final U.S. Forest Service Section 4(e) Condition 6(f) with the amended final Section 4(e) Condition 6(f) filed with the Commission by the U.S. Forest Service on March 3, 2015; and (2) revise Article 422 so that the language is consistent with the amended final Section 4(e) Condition 6(f). The proposed changes are administrative and necessary to resolve inconsistencies between U.S. Forest Service 4(e) Condition 6(f), license Article 422, and language contained in a 2002 settlement agreement regarding whitewater flows below the Fairview Dam. The filing includes background information providing context, a description of the proposed amendment, reasons the amendment is necessary, and documentation of consultation. On February 25, 2014, the Commission issued public notice in this proceeding. All previous intervenors remain a party to the proceeding. l. The previous notice of schedule, issued on October 28, 2015, identified December 21, 2015 as the EA issuance date. Staff has revised the schedule for issuance of the EA.
