Corporation for National and
Community Service.
ACTION: Notice.
AGENCY:
The Corporation for National
and Community Service (CNCS), as part
of its continuing effort to reduce
paperwork and respondent burden,
conducts a pre-clearance consultation
program to provide the general public
and federal agencies with an
opportunity to comment on proposed
and/or continuing collections of
information in accordance with the
Paperwork Reduction Act of 1995
(PRA95) (44 U.S.C. Sec. 3506(c)(2)(A)).
This program helps to ensure that
requested data can be provided in the
desired format, reporting burden (time
and financial resources) is minimized,
collection instruments are clearly
understood, and the impact of collection
requirement on respondents can be
properly assessed.
Currently, CNCS is soliciting
comments concerning its proposed
surveys to be conducted for its Process
Evaluation of the Social Innovation
Fund (SIF) Pay for Success (PFS) Grant
Program. The study involves two major
survey data collection activities: (1)
Grantee Survey, and (2) Subgrantee/
Subrecipient Survey. CNCS funded
eight grantees in 2014 to provide
technical assistance to community
organizations and state or local
government agencies (referred to as
subgrantees/subrecipients) to assist
them to determine feasibility of
implementing PFS projects in a
particular state or locality and to
negotiate the terms and structure of the
PFS deals (for PFS projects determined
feasible). CNCS expects to fund
approximately four additional grantees
in 2015 and potentially an additional
six grantees in 2016 (pending
continuation of the grant program). Each
grantee is expected to receive three
years of funding. Responses will be
collected from all current and future SIF
PFS grantees and their subgrantees/
subrecipients annually for the duration
of their SIF PFS funding. The
