environmental processing pursuant to
§ 1.1306(b). Any station that cannot
certify compliance must submit an
environmental assessment (‘‘EA’’)
pursuant to § 1.1311 and may not
commence IBOC operation until such
EA is ruled upon by the Commission.

incentive auction can begin
familiarizing themselves with the file
formats in which impairment

Qualified bidders in the forward auction
(Auction 1002) will have access to
detailed impairment information upon
receipt of their registration materials.
The specifications released in the Public
Notice include sample impairment data
only.
