DATES:
This
technology, and its corresponding
patent applications, is directed to
methods of treating obesity and
associated diseases such as type 2
diabetes, hepatic steatosis, and liver
fibrosis by administering an agent that
reduces appetite, body weight, and
insulin resistance. This technology may
be useful as a means for treating obesity
and metabolic syndrome without
serious adverse neuropsychiatric side
effects.
The prospective exclusive license will
be royalty bearing and will comply with
the terms and conditions of 35 U.S.C.
209 and 37 CFR part 404.7. The
prospective exclusive license may be
granted unless within fifteen (15) days
from the date of this published notice,
the NIH receives written evidence and
argument that establishes that the grant
of the license would not be consistent
with the requirements of 35 U.S.C. 209
and 37 CFR part 404.7.
Properly-filed and complete
competing applications for a license in
response to this notice will be treated as
objections to the contemplated license.
Comments and objections submitted in
response to this notice will not be made
available for public inspection and, to
the extent permitted by law, will not be
released under the Freedom of
Information Act, 5 U.S.C. 552.

The National Offshore Safety
Advisory Committee and its
Subcommittee will hold a public
meeting in Katy, TX to discuss the
safety of operations and other matters
affecting the offshore oil and gas
industry. These meetings are open to the
public.
DATES: Subcommittees of the National
Offshore Safety Advisory Committee
will meet on Wednesday, November 18,
2015 from 1 p.m. to 4 p.m. and the full
Committee will meet on Thursday,
November 19, 2015, from 8:30 a.m. to
4:30 p.m. (All times are Central
Standard Time). These meetings may
end early if the Committee has
completed its business, or they may be
extended based on the number of public
comments.

Quarterly IRS Interest Rates Used in

ACTION: General notice.
AGENCY:
This notice advises the public
of the quarterly Internal Revenue
Service interest rates used to calculate
interest on overdue accounts
(underpayments) and refunds
(overpayments) of customs duties
remains unchanged from the previous
quarter. For the calendar quarter
beginning October 1, 2015, the interest
rates for overpayments will be 2 percent
for corporations and 3 percent for noncorporations, and the interest rate for
underpayments will be 3 percent for
both corporations and non-corporations.
This notice is published for the
convenience of the importing public
and U.S. Customs and Border Protection
personnel.

SUMMARY:
Background
Pursuant to 19 U.S.C. 1505 and
Treasury Decision 85–93, published in
the Federal Register on May 29, 1985
(50 FR 21832), the interest rate paid on
applicable overpayments or
underpayments of customs duties must
be in accordance with the Internal
Revenue Code rate established under 26
U.S.C. 6621 and 6622. Section 6621
provides different interest rates
applicable to overpayments: One for
corporations and one for noncorporations.
The interest rates are based on the
Federal short-term rate and determined
by the Internal Revenue Service (IRS) on
behalf of the Secretary of the Treasury
on a quarterly basis. The rates effective
