Corridor Safety Advisory Committee
(NECSC) Meeting.

FRA announces the fifth
meeting of the Northeast Corridor Safety
Committee, a Federal Advisory
Committee mandated by section 212 of
the Passenger Rail Investment and
Improvement Act of 2008 (PRIIA). The
NECSC is made up of stakeholders
operating on the Northeast Corridor, and
the purpose of the NECSC is to provide
annual recommendations to the
Secretary of Transportation. NECSC
meeting topics will include a
presentation on recent FRA safety
advisories and emergency orders,
Amtrak derailment safety lessons
learned, vehicle intrusions at otherthan-grade crossings, NEC Positive
Train Control implementation timeline/
issues and challenges, and a general
discussion of safety issues.
DATES: The NECSC meeting is
scheduled to commence at 9:30 a.m. on
Wednesday, November 18, 2015, and
will adjourn by 4:30 p.m.
ADDRESSES: The NECSC meeting will be
held at the National Housing Center
located at 1201 15th Street NW.,
Washington, DC 20005. The meeting is
open to the public on a first-come, firstserved basis, and is accessible to

SUPPLEMENTARY INFORMATION: The
NECSC is mandated by a statutory
provision in section 212 of the PRIIA
(codified at 49 U.S.C. 24905(f)). The
NECSC is chartered by the Secretary of
Transportation and is an official Federal
Advisory Committee established in
accordance with the provisions of the

AGENCY:
FRA announces the fiftyfourth meeting of the RSAC, a Federal
Advisory Committee that develops
railroad safety regulations through a
consensus process. The RSAC meeting
topics will include opening remarks
from the FRA Acting Administrator and
the Associate Administrator for Railroad
Safety and Chief Safety Officer.
Briefings will be provided on recent
FRA-issued safety advisories, and recent
Notices of Proposed Rulemakings and
status reports will be provided by the
Remote Control Locomotive and Risk
Reduction Working Groups. A status
report will also be provided by the
Engineering Task Force. This agenda is
subject to change, including the possible
addition of further proposed tasks.

4:30 p.m.

Pursuant
to section 10(a)(2) of the Federal
Advisory Committee Act (Pub. L. 92–
463), FRA is giving notice of a meeting
of the RSAC. The RSAC was established
to provide advice and recommendations
to FRA on railroad safety matters. The
RSAC is composed of 60 voting
representatives from 39 member
organizations, representing various rail
industry perspectives. In addition, there
are non-voting advisory representatives
from the agencies with railroad safety
regulatory responsibility in Canada and
Mexico, the National Transportation
Safety Board, and the Federal Transit
Administration. The diversity of the
Committee ensures the requisite range
of views and expertise necessary to
discharge its responsibilities. See the

RSAC activities and pending tasks at
https://rsac.fra.dot.gov/. Please refer to
the notice published in the Federal

As authorized by 46 U.S.C.
12121, the Secretary of Transportation,
as represented by the Maritime
Administration (MARAD), is authorized
to grant waivers of the U.S.-build
requirement of the coastwise laws under
certain circumstances. A request for
such a waiver has been received by
MARAD. The vessel, and a brief
description of the proposed service, is
listed below.
