AGENCY: The Office of Planning and Policy Analysis, Office of Personnel Management (OPM) offers the general public and other Federal agencies the opportunity to comment on a new information collection request (ICR) 3206–NEW, the Federal Annuitant Benefits Survey (FABS). As required by the Paperwork Reduction Act of 1995, (Pub. L. 104–13, 44 U.S.C. chapter 35) as amended by the Clinger-Cohen Act (Pub. L. 104–106), OPM is soliciting comments for this collection. The information collection was previously published in the Federal Register on 06/ 10/2015 at Volume. 80, No. 111 allowing for a 60-day public comment period. OPM received comments from one Federal Employees Health Benefits (FEHB) carrier trade association. The comments requested that: (1) OPM more closely replicate the Consumer Assessment of Healthcare Providers and Systems (CAHPS) when administering the FABS; (2) OPM add specific topics to the FABS that are currently part of CAHPS if FABS results will be used as part of OPM’s Plan Performance Assessment and Service Fee Calculations; (3) OPM consider alternatives to an online only survey administration.
