e. The grant recipient must comply
with the requirements in section § 230.8
in the final rule before funds will be
released.
f. After the project has closed, as a
requirement of the grant, grant
recipients will be required to provide
the Forest Service with a Geographic
Information System (GIS) shapefile: A
digital, vector-based storage format for
storing geometric location and
associated attribute information, of CFP
project tracts and cost share tracts, as
applicable.
g. Any funds not expended within the
grant period must be de-obligated and
returned to the Forest Service.
h. All media, press, signage, and other
documents discussing the creation of
the community forest must reference the
partnership and financial assistance by
the Forest Service through the CFP.

AGENCY:
Pursuant to the Federal
Advisory Committee Act, this
constitutes notice of the upcoming
meeting of the Grain Inspection, Packers
and Stockyards Administration (GIPSA)
Grain Inspection Advisory Committee
(Advisory Committee). The Advisory
Committee meets annually to advise the
GIPSA Administrator on the programs
and services that GIPSA delivers under
the U.S. Grain Standards Act.
Recommendations by the Advisory
Committee help GIPSA better meet the
needs of its customers who operate in a
dynamic and changing marketplace.
DATES: October 27, 2015, 8:00 a.m. to
4:30 p.m.; and October 28, 2015, 8:00
a.m. to Noon.

The United States
Manufacturing Council (Council) will
hold an open meeting on Friday,
October 23, 2015. The Council was
established in April 2004 to advise the
Secretary of Commerce on matters

relating to the U.S. manufacturing
industry. The purpose of the meeting is
for Council members to review and
deliberate on recommendations
developed by the Workforce
Development subcommittee looking at
issues of shifting the image of
manufacturing and high school
educational approach enhancements for
consideration by the Manufacturing
Council. The agenda may change to
accommodate Council business. The
final agenda will be posted on the
Department of Commerce Web site for
the Council at https://trade.gov/
manufacturingcouncil, at least one week
in advance of the meeting.

a.m.–2:00 p.m. The deadline for
members of the public to register,
including requests to make comments

Background: The Council advises the
Secretary of Commerce on matters

All guests are required to register in

limited and will be on a first come, first
