Notice is hereby given,
pursuant to the provisions of the rules
and regulations of the U.S. Commission
on Civil Rights (Commission), and the
Federal Advisory Committee Act
(FACA) that a planning meeting of the
Connecticut Advisory Committee to the
Commission will convene at 1:00 p.m.
(EDT) on Thursday, October 28, 2015,
by teleconference. The purpose of the
planning meeting is for the Committee
to discuss civil rights topics and
potential projects and vote on an issue
for the Committee to examine in a 2016
briefing meeting.

SUPPLEMENTARY INFORMATION:
Background
On May 1, 2015, the Department
published in the Federal Register a
notice of ‘‘Opportunity to Request
Administrative Review’’ of the
countervailing duty order on citric acid
and certain citrate salts (citric acid) from
the People’s Republic of China (PRC) for
the period of January 1, 2014, through
December 31, 2014.1 In May and June
2015, the Department received timely
requests,2 in accordance with section
751(a) of the Tariff Act of 1930, as
amended (the Act), and 19 CFR
351.213(b), for an administrative review
of this countervailing duty order from
the Archer Daniels Midland Company,
Cargill, Incorporated, and Tate & Lyle
Ingredients Americas LLC (collectively,
‘‘the petitioners’’); Laiwu Taihe
Biochemistry Co., Ltd. (Taihe); and
RZBC Co., Ltd./RZBC Import & Export
Co., Ltd./RZBC (Juxian) Co., Ltd.
(collectively, ‘‘RZBC Group’’).3 On July
1, 2015, the Department published in
the Federal Register a notice of
initiation with respect to Taihe and
RZBC Group.4
