DATES: OPM is requesting clearance of
the collection for the maximum period
of six months.
SUPPLEMENTARY INFORMATION: The
INV100A, ‘‘Privacy Act Request For
Completed Standard Form SF85/SF85P/
SF86’’ will permit OPM to more
efficiently process Privacy Act requests
from individuals seeking to access their
most recently completed Standard Form
(i.e., the SF85, SF85P, or SF86) that was
used to initiate a background
investigation. OPM is anticipating a
sudden, high-volume influx of these
Privacy Act requests due to a cyberincident that involved the breach of the
SF 85, SF 85P, and SF 86 forms
completed by millions of individuals in
connection with background
investigations and the subsequent notice
that will be made to affected
individuals. Emergency clearance is
requested because the time to comply
with the public comment provisions of
the Paperwork Reduction Act would
prevent the agency from fully
responding to this unanticipated event.

Paperwork Reduction Act of 1995, (Pub.
L. 104–13, 44 U.S.C. chapter 35) as
amended by the Clinger-Cohen Act
(Pub. L. 104–106), OPM is soliciting
comments for this collection. The
information collection was previously

Secretaries and other top-ranking
government officials. Fellows also
participate in an education program
consisting of roundtable discussions
with renowned leaders from the private
and public sectors, and trips to study
U.S. policy in action both domestically
and internationally. Fellowships are
awarded on a strictly non-partisan basis

I. Introduction
On September 24, 2015, the Postal
Service filed notice that it has entered
into an additional Global Expedited
Package Services 3 (GEPS 3) negotiated
service agreement (Agreement).1
To support its Notice, the Postal
Service filed a copy of the Agreement,
a copy of the Governors’ Decision
authorizing the product, a certification
of compliance with 39 U.S.C. 3633(a),
and an application for non-public
treatment of certain materials. It also
filed supporting financial workpapers.
II. Notice of Commission Action
The Commission establishes Docket
No. CP2015–143 for consideration of
matters raised by the Notice.
The Commission invites comments on
whether the Postal Service’s filing is
consistent with 39 U.S.C. 3632, 3633, or
3642, 39 CFR part 3015, and 39 CFR
part 3020, subpart B. Comments are due
no later than October 5, 2015. The
public portions of the filing can be
accessed via the Commission’s Web site
