This notice announces a forthcoming
meeting of a public advisory committee
of the Food and Drug Administration
(FDA). The meeting will be open to the
public.
Name of Committee: Cellular, Tissue,
and Gene Therapies Advisory
Committee and the Oncologic Drugs
Advisory Committee.
General Function of the Committee:
To provide advice and
recommendations to the Agency on
FDA’s regulatory issues.
Date and Time: The meeting will be
held on November 18, 2015, from 8 a.m.
to 5 p.m.

the safety and efficacy of Biologics
License Application (BLA) 125593,
Mycobacterium phlei Cell wall-Nucleic
Acid complex (MCNA), submitted by
Telesta Therapeutics, Inc. The proposed
indication (use) for this product is
treatment of non-muscle invasive
bladder cancer at high risk of recurrence
or progression in adult patients who
´
failed prior Bacillus Calmette-Guerin
(BCG) immunotherapy, e.g., in patients
who are BCG-refractory or BCGrelapsing.
FDA intends to make background
material available to the public no later
than 2 business days before the meeting.
If FDA is unable to post the background
material on its Web site prior to the
meeting, the background material will
be made publicly available at the
location of the advisory committee
meeting, and the background material
will be posted on FDA’s Web site after

Procedure: Interested persons may
present data, information, or views,
orally or in writing, on issues pending
before the committee. Written
submissions may be made to the contact

Oral presentations from the public will
be scheduled between approximately
11:15 a.m. and 12:15 p.m. Those
individuals interested in making formal
oral presentations should notify the
contact person and submit a brief
statement of the general nature of the
evidence or arguments they wish to
present, the names and addresses of
proposed participants, and an
indication of the approximate time
requested to make their presentation on
or before October 16, 2015. Time
allotted for each presentation may be
limited. If the number of registrants
requesting to speak is greater than can
be reasonably accommodated during the
scheduled open public hearing session,
FDA may conduct a lottery to determine
the speakers for the scheduled open
public hearing session. The contact
person will notify interested persons
regarding their request to speak by
October 22, 2015.
Persons attending FDA’s advisory

International Conference on
Harmonisation; Draft Guidance for
Industry; Availability

The Food and Drug
Administration (FDA or Agency) is
announcing the availability of a draft
guidance entitled ‘‘M7(R1) Addendum
to ICH M7: Assessment and Control of
DNA Reactive (Mutagenic) Impurities in
Pharmaceuticals to Limit Potential
Carcinogenic Risk; Application of the
Principles of the ICH M7 Guidance to
Calculation of Compound-Specific
Acceptable Intakes.’’ The draft guidance
was prepared under the auspices of the
International Conference on
Harmonisation of Technical
Requirements for Registration of
Pharmaceuticals for Human Use (ICH).
This draft guidance, an addendum to
the ICH M7 guidance of May 28, 2015,
provides guidance on acceptable intake
limits derived for some chemicals that
are considered to be mutagens and
carcinogens, and that were selected
because they are commonly used in
pharmaceutical manufacturing or are
useful in illustrating the principles for
deriving compound-specific intakes as
described in ICH M7. The draft
