2015, pursuant to Rule 207(a)(2) of the

385.207(a)(2) (2014), ETP Crude LLC
filed a petition for a declaratory order
seeking approval of the overall tariff and
rate structure, proration procedure and
the other matters set forth in Article III
for a new crude oil pipeline that will
have the capacity to accept
approximately 120,000 barrels per day
of crude oil from receipt points located
in Reeves County, Texas and Lea
County, New Mexico for transportation
to delivery points in Loving County,
