    Take notice that on September 21, 2015, pursuant to Rule 207(a)(2) 
of the Federal Energy Regulatory Commission's (Commission) Rules of 
Practice and Procedure, 18 CFR 385.207(a)(2) (2014), ETP Crude LLC 
filed a petition for a declaratory order seeking approval of the 
overall tariff and rate structure, proration procedure and the other 
matters set forth in Article III for a new crude oil pipeline that will
