On September 18, 2015, the Postal
Service filed notice that it has agreed to
an Amendment to the existing Parcel
Return Service Contract 5 negotiated
service agreement approved in this
docket.1 In support of its Notice, the
Postal Service includes a redacted copy
of the Amendment and a certification of
compliance with 39 U.S.C. 3633(a), as
required by 39 CFR 3015.5.
The Postal Service also filed the
unredacted Amendment and supporting
financial information under seal. The
Postal Service seeks to incorporate by
reference the Application for NonPublic Treatment originally filed in this
docket for the protection of information
that it has filed under seal. Id. at 1.
The Amendment concerns a price
change pursuant to contractual terms.
Id.
The Postal Service intends for the
Amendment to become effective one
business day after the date that the
Commission completes its review of the
Notice. Id. The Postal Service asserts
that the Amendment will not impair the
ability of the contract to comply with 39
U.S.C. 3633. Id. Attachment B at 1.

on the Exchange under NYSE Arca
Equities Rule 8.202. The proposed rule
change was published for comment in
the Federal Register on August 20,
2015.3 The Commission has not
received any comments on the proposal.
Section 19(b)(2) of the Act 4 provides
that, within 45 days of the publication
of notice of the filing of a proposed rule
change, or within such longer period up
to 90 days as the Commission may
designate if it finds such longer period
to be appropriate and publishes its
reasons for so finding or as to which the
self-regulatory organization consents,
the Commission shall either approve the
proposed rule change, disapprove the
proposed rule change, or institute
proceedings to determine whether the
proposed rule change should be
disapproved. The 45th day for this filing
is October 4, 2015. The Commission is
extending this 45-day time period.
The Commission finds it appropriate
to designate a longer period within
which to take action on the proposed
rule change so that it has sufficient time
to consider the proposed rule change.
Accordingly, the Commission, pursuant
to Section 19(b)(2) of the Act,5
designates November 18, 2015, as the
date by which the Commission shall
either approve or disapprove, or
institute proceedings to determine
whether to disapprove, the proposed
rule change (File No. SR–NYSEArca2015–68).
