SUPPLEMENTARY INFORMATION: The
Aerospace Safety Advisory Panel
(ASAP) will hold its Fourth Quarterly
Meeting for 2015. This discussion is
pursuant to carrying out its statutory
duties for which the Panel reviews,
identifies, evaluates, and advises on
those program activities, systems,
procedures, and management activities
that can contribute to program risk.
Priority is given to those programs that
involve the safety of human flight. The
agenda will include:
• Updates on the Exploration Systems
Development
• Updates on the Commercial Crew
Program
• Updates on the International Space
Station Program
The meeting will be open to the
public up to the seating capacity of the
room. Seating will be on a first-come
basis. This meeting is also available
telephonically. Any interested person
may call the USA toll free conference

8712653. Attendees will be required to
sign a visitor’s register and to comply
with NASA security requirements,
including the presentation of a valid
picture ID, before receiving an access
badge. Due to the Real ID Act, Public

form of ID (Federal employee badge;
passport; active military identification
card; enhanced driver’s license; U.S.

SUPPLEMENTARY INFORMATION:
I. Introduction
The NRC is considering issuance of an
amendment to Facility Operating
License No. NPF–62, issued to Clinton
Power Station, Unit 1, located in DeWitt
County, Illinois. The proposed
amendment proposes a one-time
extension from 72 hours to 7 days of the
technical specification (TS) completion
time [CT] associated with the Division
2 (Div. 2) Shutdown Service Water (SX)
Subsystem in support maintenance
activities.
Before any issuance of the proposed
license amendment, the NRC will need
to make the findings required by the
Atomic Energy Act of 1954, as amended
(the Act), and NRC’s regulations.
The NRC has made a proposed
determination that the license
amendment request involves no
significant hazards consideration. Under
the NRC’s regulations in § 50.92 of Title
10 of the Code of Federal Regulations
(10 CFR), this means that operation of
the facility in accordance with the
proposed amendment would not (1)
involve a significant increase in the
probability or consequences of an
accident previously evaluated; or (2)
create the possibility of a new or
different kind of accident from any
accident previously evaluated; or (3)
involve a significant reduction in a
margin of safety. As required by 10 CFR
50.91(a), the licensee has provided its
analysis of the issue of no significant
hazards consideration, which is
presented below:
1. Does the proposed change involve a
significant increase in the probability or
consequences of an accident previously
evaluated?
Response: No.
The proposed one-time change to the CT
for CPS TS 3.7.1 will not increase the
probability of an accident since it will only
extend the time period that one SX
subsystem can be out of service. The
extension of the time duration that one SX
subsystem is out of service has no direct
physical impact on the plant. The proposed
inoperable SX subsystem is normally in a
standby mode while CPS is in Mode 1, 2, or
3 and is not directly supporting plant
operation. Therefore, it can have no impact
on the plant that would make an accident
more likely to occur due to its inoperability.
The proposed change does not adversely
affect accident initiators or precursors, nor
does it alter the design assumptions,
conditions, or configuration of the facility or
the manner in which the plant is operated
and maintained.
The previously analyzed accidents are
initiated by the failure of plant structures,
systems, or components. The SX system is
not considered an initiator for any of these
previously analyzed events. The proposed
