entitled ``User Fee Program for Accreditation of Third-Party Auditors/
Certification Bodies To Conduct Food Safety Audits and To Issue 
Certifications.'' That document proposed amending the document, 
``Accreditation of Third-Party Auditors/Certification Bodies to Conduct 
Food Safety Audits and to Issue Certifications,'' and proposed
