and May 31, 2015. On July 10, 2015,
PacifiCorp provided a subsequent
public notice of its request, which
included the required statement that
comments on the request to use the ALP
must be filed with the Commission
within 30 days of the notice. In a letter
dated August 13, 2015, the Director of
the Division of Hydropower Licensing
approved PacifiCorp’s request to use the
Alternative Licensing Process.

state, local, and tribal agencies with
jurisdiction and/or special expertise
with respect to environmental issues
that wish to cooperate in the
preparation of the environmental
document should follow the
instructions for filing such requests

Cooperating agencies should note the

environmental document cannot also

informal consultation with the U.S. Fish
and Wildlife Service under section 7 of
the Endangered Species Act and the
joint agency regulations thereunder at
50 CFR, Part 402. We are also initiating
consultation with the Utah State
Historic Preservation Officer, as
required by section 106, National
Historic Preservation Act, and the
implementing regulations of the
Advisory Council on Historic
Preservation at 36 CFR 800.2.
m. With this notice, we are
designating PacifiCorp as the
Commission’s non-federal
representative for carrying out informal
consultation pursuant to section 7 of the
Endangered Species Act; and
consultation pursuant to section 106 of
the National Historic Preservation Act.
n. PacifiCorp filed a Pre-Application
Document (PAD; including a proposed
process plan and schedule) with the
Commission, pursuant to 18 CFR 5.6 of
the Commission’s regulations.
o. Deadline for filing requests for
cooperating agency status: 60 days from
the date of this notice.
The Commission strongly encourages
